These terms cover your use of this website. They are short on purpose, and they are not a tenancy or a licence agreement.
If you live in one of our homes, or are about to, the document that matters is the agreement you sign. Nothing on this page changes it, limits it, or stands in for it.
Who runs this website
Companies Act 2006, Part 5 Chapter 6; Electronic Commerce (EC Directive) Regulations 2002, regulation 6The law requires a company to show its registered name, company number, the part of the UK it is registered in and its registered office on its website, and separately requires a name, a real postal address and an email address to be easy to find and permanently available.
Bluebell Housing is a new organisation and has not yet completed its registrations. Until it has, the details the law requires us to publish here do not exist to publish. We would rather say that than print something plausible.

Bluebell Housing’s registered company name exactly as incorporated, its company number, the part of the UK it is registered in, its registered office address, an email address on a verified domain, and a VAT number if registered. Every one of these is required to be published by law, and they close with information Bluebell’s directors already hold.
These are the only gaps on this website that are a legal exposure rather than an unfinished page.
This website does not give anybody a home
Nothing on this site creates a tenancy or a licence to occupy, and nothing on it is an offer of accommodation. You cannot get a home by using this website, and you do not lose one by not using it.
- A page describing a service, a scheme or an area is a description, not an offer, and does not mean a room is available.
- Sending an enquiry or making a referral commits neither of us to anything. We decide each referral on its own facts and tell you the reason either way.
- A right to occupy starts only when a written agreement is signed and you are given the keys. What kind of agreement it is — a tenancy or a licence — depends on how the accommodation actually works, not on what it is called, and we will explain which one you have and what it means.
And nothing here reduces your rights if you already live with us. A landlord’s repairing obligations, the requirement that a home is fit to live in, and the protection from eviction without a statutory ground and a court order all come from Acts of Parliament. Which of them reach you depends on whether your agreement is a tenancy or a licence, which is the clause above. None of them can be contracted out of, and a page in a website footer certainly cannot do it. Our repairs, damp and mould policy sets out what those obligations actually are, and the residents page gathers the routes for using them.
What this website is, and is not
It is an information site. You can read about what we do and send us an enquiry or a referral. There is no booking, no payment and no signature.
It is specifically not:
- A tenancy or a licence agreement, or any part of one.
- Legal, financial, welfare or medical advice. Nothing here is a substitute for advice on somebody’s own situation. Citizens Advice, Shelter and law centres give housing advice free and are independent of us.
- An emergency service. The enquiry form is not monitored around the clock. In an emergency call 999; if you can smell gas, call the National Gas Emergency Service on 0800 111 999.
- A way to report abuse or neglect. Our safeguarding policy gives the routes that actually work, and most of them are not to us.
- A way to report an emergency repair out of hours. See our repairs, damp and mould policy.
Using this website
You may read it, print it and share links to it. Please do not:
- Use it in a way that breaks the law or infringes anybody’s rights.
- Try to gain access to any part of it you have not been given access to.
- Send anything through the form that is unlawful, or that you have no right to share — particularly personal information about somebody else who has not agreed to it, unless you are raising a genuine safeguarding concern, where you should share it.
- Attempt to disrupt it, or extract its content in bulk for another service.
Our content, and other people’s
The text, design and code of this site belong to us or to the people we licensed them from. You may quote from it with attribution; please do not republish it as your own.
Where we link to another organisation — a council, a regulator, a helpline, a charity — we do so because it is useful. We do not control those sites and are not responsible for what they say or do.
Accuracy, and availability
We try to keep this site accurate and current. Where something is not yet confirmed we mark it “TBD” rather than guessing, so if you see that, take it at face value: we do not know yet.
Several pages describe housing law, which changes. Each states the instrument it is written against so you can check it, and we say when a rule is not yet in force rather than writing as though it were. If a statement here is out of date, tell us and we will correct it.
We do not promise the site will always be available or free of errors.
Our liability
Unfair Contract Terms Act 1977, section 2; Consumer Rights Act 2015Nothing in these terms limits or excludes our liability for death or personal injury caused by our negligence, or for fraud. That cannot lawfully be excluded, and we are not trying to.
Subject to that, we are not liable for loss arising from your use of this website — for example from relying on a page that turned out to be out of date, or from the site being unavailable.
This clause is about the website and nothing else. Our duties as a landlord and as a provider of housing-related support come from Acts of Parliament, from the agreements we sign and from the contracts our commissioners hold us to. A page in a website footer neither adds to nor subtracts from any of them, and if it purported to, it would not work.
Complaints
About this website — anything broken, wrong or unusable: any route on our contact page. If it is an accessibility problem, our accessibility statement says what we have tested and what is not right yet.
About your home, your support or how you were treated: our complaints policy. It has two stages with time limits, it says who to go to afterwards, and it is honest about the fact that which ombudsman can take a complaint about us is not yet settled. Complaining will never put your home at risk.
About how we have used your personal information: our privacy policy sets out the route, which since June 2026 starts with us and can then go to the UK’s data protection regulator.
Law, and changes to these terms
These terms are governed by the law of England and Wales, and its courts have jurisdiction. Housing law is devolved, and everything on this site is written for England.
We may change these terms. The version on this page is the one that applies. TBD — the date these terms were last changed.
If we ever add a booking, a payment or anything else that concludes a contract through this site, additional consumer rules apply to that transaction and these terms will need rewriting before it goes live.
